A virtual phone number is a number that doesn't actually go to any set phone, but can be programmed to ring any real phone number. A toll free number is a virtual number, in that it doesn't do anything, or go anywhere, until it is pointed at a real number. A real number is one that has an area code and prefix, and that goes to a set phone. A cell phone number, VoIP number, or landline phone number are all real numbers that a virtual phone number can be pointed to. Many companies that provide find-me follow-me services, or virtual office service, like RingCentral and eVoice, use virtual numbers so that they can be programmed to ring multiple phones at the same time, or in a preset sequence, so that one phone number can be used to contact someone at multiple locations at the same time.
